Context

VATAS Ensures Timely and Accurate Payment for 500,000 VA Employees

The U.S. Department of Veterans Affairs (VA) maintains a workforce of approximately 500,000 people to deliver its mission of serving the nation’s Veterans. The VA Time and Attendance System (VATAS) centralizes and standardizes time and attendance data for that workforce and ensures accurate payment and benefits.

The Challenge

Deploying a Section 508-Compliant System to the Cloud without Service Disruption

VATAS is crucial to supporting VA’s work. Problems or service disruptions can affect employees’ pay and benefits and divert valuable time and resources away from serving Veterans. The original time and attendance product, called WebTA, was reaching the end of its lifespan and needed to be upgraded to a secure, cloud-based product housed within the VA Enterprise Cloud. The solution also needed to comply with Section 508 requirements for the visually impaired, which required significant customization.

Our Innovative Solution

Cloud Expertise and Agile Development Were Key to Success

The Cognosante project team leveraged expertise in cloud migration and WebTA — combined with knowledge of VA’s cloud environment and legacy timekeeping system — to migrate VATAS from on-premises to the VA Enterprise Cloud (VAEC). The team then needed to deploy GovTA, WebTA’s replacement product, which required significant development to migrate a decade of VATAS customizations and interfaces. It also needed to meet congressionally mandated accessibility requirements for the visually impaired. Cognosante worked closely with the vendor to ensure compliance by developing test capabilities and certifying staff in Section 508 requirements.

To ensure the WebTA product remained available to users while the new GovTA product was being tailored to VA’s needs, the team stood up and maintained parallel test, pre-production, training, and production environments for the two applications.

In addition, Cognosante built a GovTA “sandbox” environment (two months ahead of schedule). This approach mitigated risk and gave VA business users additional time to review and test the application’s functionality, understand its new look and feel, and provide feedback to the development team, reducing the overall GovTA development schedule by four months.

VATAS System Migration Enables Mission Focus through Modernization

  • Cognosante successfully migrated the VATAS on-premises environment to the VAEC, enhancing VATAS performance, control and administrative support, and reducing VA infrastructure costs 29.7% between February 2023 and March 2024.
  • The use of the Sandbox environment reduced the overall GovTA development schedule by four months.
  • Staff certification and enhanced testing resulted in a fully 508-compliant application.
  • GovTA was deployed to approximately 500,000 users during a single migration window, with no disruption in service. The application has since exceeded its target of 99.9% availability.
