Ryan Bilbo is a Director and Data Solutions Architect with Cognosante’s Solutions Lab, an innovation center dedicated to addressing the rapidly changing U.S. healthcare system. He has over a decade of experience developing geographic information system (GIS) and business intelligence solutions to improve population health data analytics.
He is focused on exploring how GIS-enabled innovations can help the VA spot areas of improvement in Veteran-centric healthcare delivery to ultimately enhance the individual Veteran’s own personal experience engaging in their care plan.
Prior to joining Cognosante, Ryan was the GIS resident expert and Chief Data Officer at the Louisiana Department of Health and Hospitals, integrating GIS health data applications agency-wide. While there, he spearheaded two very successful analysis programs, using geo-enriched health data mapping. The first centered on mapping low birth weights. The resulting cluster analysis led to a multimillion-dollar surge in Health and Human Services (HHS) funding for the state’s health department. The second initiative focused on improving screenings for colorectal colon cancer. The results of that cluster analysis led CMS Medicare to roll out a mobile doctor screening campaign in higher-risk neighborhoods.
In addition, Ryan has designed fraud, waste and abuse contracts and developed tools such as auditing algorithms and network adequacy GIS for Medicaid program improvement.
He has a Master of Public Administration with a focus on GIS and BA in economics from Louisiana State University, with minors in business administration and chemistry.
