Jim Joyce leads Cognosante’s delivery of health information technology consulting services to state human service agencies. Jim has provided oversight for more than 30 large-state IT projects. He leads a team of 6 directors, managing contracts in 18 states, and serves as the account executive for 2 states. He recently conducted Medicaid Information Technology Architecture (MITA) 3.0 State Self-Assessments and oversaw several state Medicaid Management Information System (MMIS) project management office projects, as well as independent validation and verification assessments with multiple MMIS solution vendors, ensuring that states meet Federal policies, standards, and certification. He has working relationships with representatives from the Centers for Medicare & Medicaid Services (CMS), state CIOs, and state Medicaid directors.
Among his past accomplishments, Jim served as the MMIS project director for the State of Oregon, leading Oregon’s MMIS replacement effort from inception through production, including planning, requirements, procurement, design, and development. While with the state, he cofounded a consortium of 10 state MMIS project managers who were involved in MMIS development and replacement projects. In addition, Jim assisted five other states with their MMIS projects.
He also served as Chief Operating Officer at Recom Managed Systems Inc., and Director of Commercial Accounts at Recom Technologies Inc.. Both companies specialize in providing IT services for Federal and commercial customers. Jim is retired from the U.S. Air Force, where he spent his career in IT systems development and project management. He also was an associate professor of computer science at the Air Force Academy.
